Protecting critical infrastructure is one of the cornerstones of homeland security. Presidential Decree Directive (PDD)-63 lists eight areas, while the national strategy for the protection of critical infrastructure and capital assets lists eleven areas: water, electricity and energy, information and telecommunications, chemical industry, transportation, banking and finance, defense industry, oil. . & Delivery, Agriculture & Food, Health & Emergency Services. For the purposes of this course, we have divided them into tiers, with the first tier or foundation being water, electricity and energy, and information and telecommunications. Chemical industry, transport and banking and finance are classified as level 2, while the other industries are classified as level 3 entities. These levels reflect trust – higher levels are dependent on lower levels. Therefore, we focus on the most important structures. Upon completion of the course, students will be able to apply the model-based risk assessment method to a critical structure in their multi-jurisdictional domain and generate optimal strategies and write policies to prevent future terrorist attacks. Additionally, students can develop the necessary strategies to maintain the resilience of these structures to continue after a major human-caused event.
