This study investigated the impacts of the implementation of free education policy in public secondary schools, case of Morogoro Municipality, Morogoro Region of Tanzania. The study was guided by two specific objectives including: to investigate stakeholders’ understanding of the essence of free education and to evaluate the challenges encountered in the implementation of the free education policy in Tanzania. The study involved a sample of 45 participants. Two data collection methods were included, namely questionnaires and interviews. Statistical Packages for Social Sciences (SPSS) version 20 was used in data analysis for quantitative analysis. The analyzed data is then presented in different formats such as graphs, charts and tables.
The findings showed that respectively 93%, 90% and 73% of the evaluated teachers, pupils and parents are aware of the innovation of the FFE policy and its implementation. Challenges in the implementation of the FFE policy include overcrowded classrooms, parents’ lack of knowledge about FFE, a shortage of science teachers, insufficient allocation of school funds and a large ratio between pupils and teachers. The findings also discovered several impacts due to the implementation of the FFE policy, including increased student enrollment, reduced student dropout and absenteeism, increased funding requirements for – school functions, inadequate teaching materials and parental involvement in the school’s social and economic fields. activities.
